P.Perumal was born on 2-6-1954 in a small village Thirumalairayapuram, Dindigul District, in an agricultural family. He did his B.Sc (spl), B.L.I.Sc, M.L.I.Sc, and MA, at Madurai Kamaraj University. He joined as Conservator at the Thanjavur Maharaja Serfoji’s Sarasvati Mahal Library, Thanjavur in 1980 and continuing his services. He Specialized on Conservation of Palm leaf and Paper Manuscripts, books and miniature paintings. He has done Ph.D on History and development of conservation of manuscripts in Tamil University.
He has undergone an UNESCO sponsored course on Conservation in NRLC, Lucknow and Similar other courses at various cities in India. He was selected by ICCROM in 1993 as a participant for International Japanese Paper Conservation course for three weeks at Japan. In 1996, he got the Nehru Fellowship of Nehru Foundation for three months intern training in the Libraries and Museums of U.K.
He has conducted several short-term training courses and workshops on conservation and trained more than 200 librarians. He has delivered guest lectures on various aspects of conservation in several workshops and seminars conducted by various institutions in India. He has presented a paper on collection and preservation of Sanskrit manuscripts in Tamilnadu in the International conference on Collection of manuscripts conducted by the International Institute of Asian Studies, at Leydon, Netherlands. He has published the first detailed tourist map of Thanjavur city for the benefit of Tourists.
He was a member of Board of studies for the P.G diploma in Archives and documentation, Gandhigram Rural University (1993-96) and Member of Board of Studies for the Dept of Palmleaf Manuscripts, Tamil University, Thanjavur (1996-99), He was co-coordinator of National Mission for manuscript Project (2003-2007), He was member of Orissa Museum manuscript conservation review committee (2002). Now He is Member Expert committee for Madurai Meenakshi Amman temple Painting conservation project and a Member of National Conservation Policy committee Formulation of conservation polices. He was Coordinator for the project National Mission for Manuscripts, for collection, and preserves the manuscripts in the southern districts of Tamilnadu
